Getting Started

We’ve compiled information and links to help you learn how to break into and work with the DoD. Our goal is to help people like you bring innovative solutions into the Department of Defense.

Register Your Company

One of the first steps in working with the DoD is registering on SAM.gov. This allows you to receive your CAGE Code and UEI.

CAGE Code: A five-character code identifying suppliers to the U.S. Government
UEI (Unique Entity Identifier): Required for all federal contract work

Register in Procurement Integrated Enterprise Environment (PIEE)

The second step a new Vendor should take after registering with SAM.gov is to register with the PIEE site (https://piee.eb.mil). This is a critical step because NAVWAR utilizes the PIEE site to post traditional FAR-based contract announcements, as well as Other Transaction (OT) Agreement announcements. Though a Vendor may be able to view these announcements on SAM.gov, they will likely be unable to submit an actual response/proposal/solution in response to an announcement or opportunity without having setup a PIEE account.

To get started with PIEE registration, go here: https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml

Per the PIEE “Getting Started Help” guide, these are the Steps for all new Vendor organizations to follow to use Procurement Integrated Enterprise Environment applications:
Step 1. Register with the System for Award Management (SAM). (This is a mandatory step.)
Step 2. Ensure CAGE Code is added to the Procurement Integrated Enterprise Environment Vendor Group Structure. (This is a one-time required step.)
Step 3. Designate a Contractor Administrator (CAM). (This is a required step - there must be a CAM.)
Step 4. CAM needs to Self-Register in PIEE. (This is a mandatory step - there must be a CAM to activate vendors.)
Step 5. Adding additional roles and users. (This is a required step.)
Step 6. Determine if batch feeds for WAWF data input is necessary. (This is a required step.)

To submit a response to a NAVWAR CSO Area of Interest (AoI) vendor’s must have a Procurement Integrated Enterprise Environment (PIEE) account, via https://piee.eb.mil.
