The Navy buys a lot of cutting-edge technology. If you’re thinking submarines, that’s NAVSEA. For advanced aircraft like the F-35, look to NAVAIR. But if you want to outfit a carrier with the latest and greatest Information Warfare (IW) capabilities and technologies – communications, networks, cybersecurity, and more – you've come to the right place. NAVWAR is the Naval Information Warfare Systems Command, and we're responsible for developing, delivering, and sustaining information warfare capabilities for the Navy and Marine Corps.

Understanding NAVWAR's Structure

 

NAVWAR is comprised of:

  • NAVWAR Headquarters (HQ): Provides overall leadership, strategic direction, and policy guidance.  Located in San Diego, CA this office procures the IW systems sought by PEO C4I, PEO MLB and PEO Digital.
  • Naval Information Warfare Centers (NIWCs): Our NIWCs (Pacific and Atlantic) are the technical heart of NAVWAR, serving as our research, development, test and evaluation, engineering, and sustainment centers. They are filled with engineers, scientists, and technical experts.
  • Program Executive Offices (PEOs): PEOs manage specific portfolios of programs, ensuring that warfighter needs are met through the acquisition and lifecycle management of information warfare systems. PEOs work closely with NAVWAR HQ and the NIWCs to deliver capabilities to the fleet.  The NAVWAR HQ contracts directorate executes programs and projects tied to:
 

Traditional Contracting Opportunities: System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) Solicitation Module (replacing NAVWAR eCommerce)


System for Award Management (SAM) is the official source for organizations within the federal government to publish notices on proposed contract actions valued at more than $25,000. These notices include pre-award announcements on contract opportunities. If you are interested in doing business with the Federal government, you can use this site to research active opportunities. Within the opportunity there will be a link to the agency’s website that contains additional information on the opportunity.

NAVWAR, NIWC Pacific and NIWC Atlantic opportunities can be found within the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. The Solicitation Module allows vendors to respond to solicitations and communicate directly with Solicitation Managers in a secure environment. Innovative Solutions: NAVWAR-DIU Commercial Solutions Opening (CSO)

 

To tap into the innovative spirit of non-traditional defense contractors, NAVWAR partners with the Defense Innovation Unit (DIU) and leverages their Commercial Solutions Opening (CSO) announcement (HQ0845-20-S-C001) and platform.  The CSO provides a streamlined and agile procurement process to rapidly prototype and field cutting-edge commercial technologies.  If you're a non-traditional vendor with a game-changing solution, this is the place to find opportunities. Opportunities sought using Other Transaction (OT) authority (10 U.S.C. 4022) steer away from the traditional MIL-SPEC, boutique solutions that our customers have historically required.  If you've never done business with the Government, you'll likely prefer this method of procurement.

NAVWAR Commercial Solutions Opening (CSO)

 

When the latest technical challenges are not a good fit for the NAVWAR-DIU CSO, they may instead appear on NAVWAR's CSO platform, leveraging NAVWAR's own CSO announcement N00039-25-S-0001.  The NAVWAR CSO leverages 10 USC 3458 and 10 USC 4022 authorities to allow NAVWAR with a quick and agile process to acquire capabilities that may be unique to the Navy. Again, if you're a nontraditional defense contractor new to NAVWAR, this might be your second stop after checking out the DIU storefront.
