The 1NAVWAR Office of Small Business Program’s mission is to foster acquisition opportunities where small businesses can best support Sailors, Marines and their families through policy, advocacy, counseling and training.  We build partnerships and valued relationships with stakeholders including:

System for Award Management (SAM)
SAM.GOV is the official source for organizations within the federal government to publish notices on proposed contract actions valued at more than $25,000. These notices include pre-award announcements on contract opportunities.

If you are interested in doing business with the Federal government, you can use this site to research active opportunities. Within the opportunity there will be a link to the agency’s website that contains additional information on the opportunity.
 
NAVWAR e-Commerce
NAVWAR, NIWC Pacific and NIWC Atlantic opportunities can be found on our e-Commerce website:
https://e-commerce.dc3n.navy.mil/.   Industry can view open solicitations, market surveys, future opportunities, special notices, broad agency announcements, awarded contracts and other information. Click on the i-Services link to register for a NAVWAR user account.
 
SEAPORT NEXT GENERATION (SeaPort-NxG)  
(SeaPort-NxG)  is the Navy Virtual SYSCOM Commanders' (NAVWAR, NAVSEA, NAVSUP and  NAVAIR) integrated approach to contracting for support services. SeaPort-NxG’s electronic procurement of Technical, Engineering, and other professional services represent a key strategy to meeting NAVSEA’s contracting needs. SeaPort-NxG preapproves a large & diverse community of contractors. Once approved, contractors bid on work, individually or in teams. SBIR/STTR Program
The SBIR/STTR programs are structured in the following three phases.​
 
Phase I projects demonstrate the feasibility of technologies.
Phase II projects develop prototype processes or products for proof-of-concept demonstration.
Phase III is the commercial application of the technology. (Not a set-aside)
 
SBIR  
The Small Business Innovation Research (SBIR) program strengthens opportunities for innovative small businesses using federally funded research. The program stimulates technological innovation, uses small businesses to meet federal research needs, and enables participation by socially and economically disadvantaged businesses. Additionally, the program facilitates the transition of the resulting research in to the commercial sector, a strategy that increases competition, productivity and economic growth.  For more information, http://www.navysbir.com/pm-poc.htm.
 
STTR  
The Small Business Technology Transfer (STTR) program is a sister program to SBIR that requires the small business to partner with a University, a Federally Funded Research and Development Center (FFRDC), or a qualified non-profit research institution. The STTR standards require the small business to serve as the prime contractor and perform at least 40 percent of the work, with the research partner performing at least 30 percent of the work. The remaining work may be done either the small business, the research partner, or by a third party.

The forecast is a combined 1NAVWAR forecast with opportunities for NAVWAR and Naval Information Warfare Centers Pacific and Atlantic.
